Interviews with gay rights advocates and people close to Obama's campaign suggest it is no longer a matter of if, but when the president publicly voices his support. But Obama backers are split over whether that will happen before the November elections.

Gay marriage is already a big issue in a handful of states that have it on their ballots in November, including Maine, where Obama was headlining two fundraisers Friday. He was not expected to wade into the issue during his remarks.

The president also headlined fundraisers Friday in Vermont, one of six states, plus the District of Columbia, where gay marriage is legal. He did not mention the subject during his two appearances there.

Once an opponent of gay marriage, Obama declared in 2010 that his personal views on the subject were "evolving." He has gone no further in public since then.

People familiar with the Obama campaign's deliberations have tamped down expectations that the president might declare his support for gay marriage before the election. They say the campaign's internal conversations on the issue focus instead on how to energize gay and lesbian voters in spite of Obama's lack of clarity on the issue.

Public support for gay marriage is increasing in the U.S., including among the independent voters who are a key to general election success.

But regardless of whether Obama has made up his mind on the subject, it's not the topic his campaign wants to be talking about heading into an election expected to be decided largely on economic issues. As White House and campaign officials learned all too well during the controversy over birth control access earlier this year, stepping into social issues ? even those with Democratic support ? can quickly throw the president's message off course.

As for Obama, "The gay rights community is now enthusiastically in his corner in terms of the re-election, so the pressure to deliver before the election is off," said Richard Socarides, a prominent gay rights advocate.

The risk in Obama publicly backing gay marriage before the election is that it could become a rallying cry for conservatives who have thus far been reluctant to get behind Romney.

Still, many Democrats and gay rights advocates believe Obama may end up being forced to take a position on the issue before November.

The most pressing effort comes from within Obama's own party. Several high-profile Democrats, including House Minority Leader Nancy Pelosi, Los Angeles Mayor Antonio Villaraigosa and more than 20 Senate Democrats, want support for gay marriage added to the party's election platform. The platform will be adopted at the Democratic National Convention in early September, where Obama will accept the presidential nomination.

So far, Obama advisers have sidestepped questions about whether he would support a gay marriage plank on the platform.

"We don't even have a platform committee yet, much less a platform," Obama senior adviser David Plouffe said in a television interview.

A person close to the Obama campaign said the president's re-election team is wary of the platform effort and prefers to let the president move on the issue at his own pace.

People familiar with the campaign's thinking requested anonymity in order to discuss internal strategy.

Gay rights advocates hope state ballot initiatives on gay marriage, like the one in Maine, could force Obama to weigh in, as he has on other state issues.

"He's going to be in a lot of situations like this where the issue becomes unavoidable," said Socarides, a former Clinton White House official. "Even though he might want to avoid this, I think he's going to come up right against it in so many situations in the next couple of months."

Obama's reluctance to embrace gay marriage has increasingly put him at odds with a majority of Americans. A Washington Post/ABC News poll this month found that 52 percent felt it should be legal for gay and lesbian couples to get married, while 43 percent said it should be illegal.

Support for gay marriage is highest among Democrats, with 64 percent supportive of the issue. Just over half of independents ? 54 percent ? back legalized gay marriage, according to the Post/ABC poll. Support among Republicans is the lowest, at 39 percent.

Gay rights advocates say those numbers ? particularly the growing support among independents ? suggest there would be little political risk for Obama in backing gay marriage. And they say taking a stand in an election year could help boost enthusiasm among gay voters and young people, two core Obama constituencies.

Obama campaign spokesman Ben LaBolt said the president's evolution on gay marriage will be personal, not political.

"The president and the president alone will come to a decision," LaBolt said.

Maine's state Legislature approved gay marriage in 2009, but voters rejected it 53 percent to 47 percent that November. Gay marriage supporters believe enough people have changed their minds that the outcome will be different this time around.

The findings called for a detailed set of remedial measures to protect employee health and safety, reduce worker hours to legal limits while protecting worker pay, and establish ?genuine avenues? for workers to provide input on company decisions.

Apple joined the FLA earlier this year following intense public attention over allegations of widespread problems at Foxconn, China?s largest private employer.

The FLA said both Apple and Foxconn ?have agreed to ongoing assessments by FLA in order to ensure that labor practices meet FLA standards and remain in compliance for the long term.?

The FLA monitors factories in the supply chains of affiliated companies to assess compliance with FLA standards and requirements; most of its more than 30 participating companies are clothing and footwear makers.? (At the time Apple joined the FLA, there was considerable?comment that the FLA inspections weren?t as rigorous as critics might like.)

Compensation Not Meeting "Basic Needs"

In its report, released March 29,?the FLA said its staff had put in 3,000 hours investigating three Foxconn factories and surveying more than 35,000 workers.

The probe found that within the last 12 months, all three factories exceeded the FLA standard of 60 hour work weeks (including overtime) and the Chinese legal limits of 40 hours a week and a maximum of 36 hours maximum overtime per month.

According to FLA?s worker survey, 64 percent of employees said that "compensation does not meet their basic needs."? FLA said it will conduct a cost of living study in Shenzhen and Chengdu to assist Foxconn in determining whether worker salaries meet FLA requirements for basic needs, as well as discretionary income.

"The assessment found that unscheduled overtime was only paid in 30-minute increments," FLA reported.? "This means, for example, that 29 minutes of overtime work results in no pay and 58 minutes results in only one unit of overtime pay."

FLA said it had also observed serious issues in areas such as health and safety, worker integration and communication, treatment of interns, and enrollment in China?s social security system.

The FLA report said Foxconn had agreed to revised its compensation packages to make up for the lost overtime, and would hire thousands of additional workers.

Broad Implications

The agreement likely will ripple through the Chinese electronics assembly sector, Reuters reported.

"Apple and Foxconn are obviously the two biggest players in this sector and since they're teaming up to drive this change, I really do think they set the bar for the rest of the sector," FLA President Auret van Heerden told Reuters in an interview. The Apple-Foxconn agreement may also raise costs for other manufacturers who contract with the Taiwanese company, including Dell Inc, Hewlett-Packard, Amazon.com Inc, Motorola Mobility Holdings, Nokia Oyj and Sony Corp.

Apple has confronted pressure on labor issues for a number of years, including from socially responsible investment firms.? Adam Kanzer, Managing Director and General Counsel of Domini Investments, said: "I think this is a very good day for the FLA, and for Apple as well. Together, they have demonstrated the power of transparency. The problems at Foxconn that were uncovered by the FLA are endemic in factories around the world -- this is not solely an Apple problem, but Apple is the only company in its industry that has committed to this level of transparency."

"It is too early to tell whether conditions will actually change at Foxconn, but I believe this public investigation has moved the needle," Mr. Kanzer added. "The FLA audit appears to have been rigorous and credible, and I expect to see more companies following Apple's lead. Millions of workers stand to benefit."

Some critics were skeptical about the promised improvements for workers.? ""In theory it's an improvement, but it actually has to happen. Without an effective oversight mechanism there is no accountability," said Justin Feldman, health and safety advocate for Public Citizen, an advocacy group.? Mr. Feldman added, ""We just can't trust the FLA. The FLA has a history of close alignment with corporations. Its board has had corporate representatives on it in the past."

Meg Roggensack, a senior advisor on business and human rights for Human Rights First, said, "The key to the report's success...will be implementation of this agreement. Talk is cheap. The steps needed to protect workers in Apple's supply chain may not be."

Reuters said the agreement could result in higher prices for consumers, though the impact will be limited because labor costs are only a small fraction of the total cost for most high-tech devices.

Ironically, one of the catalysts for the Apple/Foxconn inspections was a widely broadcast radio episode on This American Life repeating ?the assertions of monologist Mike Daisey that his research had turned up examples of worker exploitation at Foxconn.? This American Life later discovered that parts of his material couldn?t be confirmed, and broadcast a lengthy apology.

How 'The Hunger Games' scored a marketing win

Lionsgate took a number of huge marketing risks with 'The Hunger Games,' including a March opening. They paid off with the biggest box-office debut outside of the summer season.

?The Hunger Games? movie was expected to be big. But no studio could have dared hope for this.

The first film installment of Suzanne Collins? bestselling trilogy of young adult novels, which premiered Friday, brought throngs of fans to theaters, to the tune of $155 million at the domestic box office and $59.3 million internationally, garnering a fat $214 million in global profits on its opening weekend. It shattered box office records in the process (before adjusting for inflation).

?The Hunger Games? is the biggest film to open outside of the summer blockbuster season, as well as the biggest nonsequel film debut in history. It was the third-biggest opening weekend of all time, behind last July?s ?Harry Potter: The Deathly Hallows Part 2? and 2008?s Batman sequel, ?The Dark Knight.?

The film sent stock prices soaring for its parent studio, Lionsgate, and even lent a boost to floundering teen clothing retailer Hot Topic, which sold out some of its supply of Hunger Games merchandise well before the film?s premiere.

"The amount of momentum and speed with which the momentum of this film swept the country was phenomenal," says Vincent Bruzzese, president of the Worldwide Motion Picture Group, a film industry market research firm based in Los Angeles. "It doesn't hurt that it was a very well received movie, critically.? No matter what, from the marketing alone it would have performed, but if you have a good movie on top of that, you get a weekend that just doesn't die."

Lionsgate's marketing for "The Hunger Games" did everything right, according to Mr. Bruzzese. For one, the studio didn't take the formidable built-in film audience from the books for granted, making efforts to ensure that the film could stand alone apart from the books.

"They understood that while they had a lot of incoming equity, it wasn't enough on its own," he says. "They had to create a phenomenon. 'Twilight' did a similar thing, didn't take [the books' audience] for granted. They knew they had to expand the support and let the movie stand on its own so people who didn?t read the book would go see it too."

Furthermore, promotional material for the film shifted the focus away from story elements in the books that would appeal to one group or another, in favor of broad archetypes that resonate across age and gender lines.?

"There is a much stronger concentration in the books on the romance. The marketing and the movie shied away from that. They really played up the dystopia, and Katniss as the reluctant but the extraordinary hero, hit archetypes that resonate with everyone." He notes that the "reluctant revolutionary hero" storyline can be found in another huge book-to-movie series, Harry Potter. "Those archetypes know no gender."

What's more, having a female lead is no deterrent in drawing men into the theater, as evidenced by box office hits like "Lara Croft: Tomb Raider," "Resident Evil,"?and "Salt".

That sets the "Hunger Games" franchise apart from "Twilight," which relied wholly on drawing in the female demographic for its box office success. "You don?t spend a single marketing dollar in that case towards males," Bruzzese says.

He notes that another recent blockbuster, Avatar, employed the same broad-base marketing tactics in reverse: "Avatar" was a science fiction movie, but marketing focused on the Pocahontas-esque love story aspect of the film, to lure in a reluctant female audience.

In addition to a highly effective marketing campaign, the film may have girls to thank for its success. From ?Twilight? to ?The Help,? it?s been a big year for book-to-film adaptations geared toward a female audience. ?The Twilight Saga? Breaking Dawn, Part 1? has grossed $702 million worldwide since its November 2011 release. All together, The "Twilight" franchise has grossed over $2 billion so far, and there?s still one movie to go. The gender breakdown for the audience of ?Breaking Dawn: Part 1? was overwhelmingly female, a whopping 80 percent.

?The Help,? the film based on Kathryn Stockett?s novel, has netted more than eight times?its $25 million budget.

The big boy-book film release so far this year? ?John Carter,? one of the biggest financial flops of all time. Disney released that film, based on the 11-book ?Barsoom? series of Edgar Rice Burroughs novels two weeks ago to a chorus of scathing reviews, and expects to lose $200 million on the project. But if male-targeted adaptations aren't faring quite as well in recent years, it may be because the risk factor for studios is generally a lot higher.

"With males, you're looking at science fiction and fantasy, and those books tend to be on a larger production scale," Bruzzese says.

Another reason could be that the film-fertile genre of young Adult fiction is a girl?s world.? According to 2003 research by young adult librarians Dawn Cartwright and?Patrick Jones (now a teen author), young boys tend to gravitate toward informational texts, nonfiction, magazines, and comic books in their reading. Girls, moreover, tend to have a better comprehension of narrative fiction.

Comic book movies are a proven box office draw, with a hefty male audience. But informational nonfiction? Not so much.

Another factor behind "Hunger Games'" phenomenal debut was its release date in March, a month generally devoid of options for moviegoers.

"They created a tentpole event status in a month not known for blockbusters," Bruzzese says.

As a result, promotions for the movie dominated ad space across platforms, including television, online ads. billboards, and in theaters.?And the success of "The Hunger Games" is good news for the entire movie industry, not just Lionsgate. There were no other new? film releases last week, but the second-place finisher, the comedy "21 Jump Street," held very well in its second weekend, netting $21 million in the US.

HARVEY, La. (AP) ? Republican presidential candidate Rick Santorum is denouncing President Barack Obama's energy policies and his foreign relations as failures that contribute to spikes in gasoline prices.

Santorum said Obama has done little to increase domestic energy production. He said opening more federal lands for exploration would increase revenue and help reduce the deficit.

Coup topples 'incompetent regime' in Mali

Mali soldiers gather on a Bamako street Wednesday. Scores of Malian soldiers mutinied, firing shots in the air and seizing the state broadcaster amid fury over their poorly-equipped efforts to stamp out a Tuareg insurgency in the north.

Updated at 10:47?a.m. ET: Renegade Malian soldiers went on state television on Thursday to declare they had seized power in a coup after the government's failure to quell a nomad-led rebellion in the north.

The soldiers of the newly formed National Committee for the Restoration of Democracy and State (CNRDR) read out a brief statement after heavy weapons fire rang out around the presidential palace in the capital Bamako throughout the night.

The United States later condemned the coup.

"The CNRDR ... has decided to assume its responsibilities by putting an end to the incompetent regime of Amadou Toumani Toure," said Amadou Konare, spokesman for the CNRDR.

"We promise to hand power back to a democratically elected president as soon as the country is reunified and its integrity is no longer threatened," said Konare, flanked by about two dozen soldiers. A subsequent statement declared an immediate curfew "until further notice."

The statements made no reference to the whereabouts of Toure, who for the past decade has presided over one of the more stable governments in West Africa and was due in any case to step down after elections scheduled for late next month.

A soldier at the presidential palace who asked not to be named because he feared reprisal told The Associated Press the presidential guard had failed to defend the palace against the renegade soldiers. The?unidentified?soldier said while the troops had seized control of the seat of government, they could not find Toure, the country's?democratically elected leader.

A statement from U.S. State Department spokesman Victoria Nuland said: "We echo the statements of the African Union, the Economic Community of West African States and other international partners denouncing these actions. We call for calm and the restoration of the civilian government under constitutional rule without delay, so that elections can proceed as scheduled.

"We stand with the legitimately elected government of President Amadou Toumani Tour?. Mali is a leading democracy in West Africa and its institutions must be respected."

The gold- and cotton-producing nation of Mali has struggled to contain a northern rebellion launched late last year by local Tuareg nomads joined by heavily armed fellow Tuaregs returning from Libya after fighting for ousted leader Moammar Gadhafi.

The rebellion, in which dozens have been killed and nearly 200,000 civilians have fled their homes, has added a new layer of insecurity to a region where al-Qaida allies have carried out a spate of kidnappings of Westerners and other crimes.

It?has also?exposed Bamako's lack of control over the northern half of a country twice the size of France.

The mutineers who complain they lack arms and resources to face the?separatist insurgency.

Mali army mutineers reportedly attack presidential palace in the capital, Bamako.

U.N. Secretary-General Ban Ki-moon called in a statement for calm and for grievances to be settled democratically.

In a sign of spreading support for the mutiny, two military sources in the northern town of Gao confirmed the arrests of several senior officers in the town, a regional operations centre.

Bamako was briefly paralysed last month as hundreds of Malians put up street barricades and burned tyres in the streets to protest at the government's handling of the rebellion.

Toure, in power since 2002, has said he is planning after April elections. The former paratroop commander overthrew a dictatorship in a 1991 coup and relinquished power a year later before returning to office via the ballot box.

'The talks went badly'
A military source said a trigger for Wednesday's events was a visit by the defense minister to a barracks in the town of Kati about 13 miles north of Bamako.

"The minister went to speak to troops but the talks went badly and people were complaining about the handling of the crisis in the north," the source said.

A defense ministry official who was at the meeting said a soldier accused the defense minister of betraying them by not giving them means to fight the rebels. Soldiers then began throwing rocks at the minister before taking weapons from the armory and shooting in the air.

Tuareg fighters seeking to carve out a desert homeland in Mali's north have made advances in recent weeks, including the seizure this month of the key garrison town of Tessalit by the Algerian border.
